Housing Manager
Fisher River Cree Nation is presently seeking a highly qualified individual for the position as Housing Manager. Work closely with the Board of Directors. Plan and develop new and existing properties of the Sponsors. Oversee the operating maintenance and administration budget; revenues; proper maintenance of the books; variances; and general administrative duties.
Key Activities:
- Prepare annual operating budget for each project, including required or anticipated capital expenditures variances and submit said budget to the Board of Directors for review and recommendation of corrective action or approval.
- Manage housing dollars in accordance to the established Fisher River Cree Nation Financial Administration Act.
- Act at all times in the best interest of the Cree Nations members as a whole and promote the purpose and objectives of the housing program.
- Keep all matters pertaining to the Housing Authority in strict confidence.
- Implement the Housing Policy, and recommend changes to the policy to the Chief and Council from time to time.
- Develop long and short term housing goals.
- Maintain an up to date inventory of all housing units.
- Maintain an up to date priority list of units in need of repairs.
- Maintain an up to date priority list of all members requiring housing.
- Receive, assess and deal with all applications respecting band housing in an orderly manner.
- Prepare agenda’s, take minutes of meetings, file and draft appropriate documentation and agreements, ensure annual audits are prepared on housing budgets, ensure accurate financial records are maintained.
- Review entire operation twice annually to determine budget adjustments and make recommendations to the Board of Directors.
- Prepare contracts and negotiate revisions, changes with architects, consultants, clients, suppliers and sub-contractors.
- Prepare progress reports and issue progress schedules to clients.
- Ensure all invoices are approved and matched with purchase orders as soon as they are received.
- Submit to the Board of Directors for approval all expenses which exceed budget limitation established by the Board.
- INAC – Reporting related to housing.
- Routine inspections along with CMHC inspector.
- Perform other duties.
Employment Requirements:
- A post-secondary education focused in construction management, building construction, engineering or architecture is preferable.
- Extensive experience in the construction industry and/or related equivalent education programs may be substituted for educational requirements.
- Preference shall be given to candidates possessing a comprehensive and detailed knowledge of construction costs, materials and procedures in the areas of heavy construction, masonry work, plumbing systems, or electrical work.
